Definitely "Blast kills people again." I love the futility behind that effort. It sort of makes its own point, writes its own story. (Ruby must not have had access to brief kickers, either.)
"Kooks with nukes" is funny, I agree, but seems a little too over the top to actually get in a reputable newspaper.
"Blast kills people again" made me and Susan giggle uncontrollably because it's so easy to imagine writing that! It's along the lines of "War dims hopes for peace" and "Something went wrong in plane crash, experts say." Only, in addition to the no-shitness of it, there's also that wonderful sense of futility and world-weariness, as cl notes. Its cleverness relies entirely on it tired, hopeless matter-of-factness.

I can't imagine "Kooks with Nukes" as a real headline, even with the addition of a kicker or deck head. I would think "Kooks" would elicit the same response from the slot that "Blast" did.
